1. The contest shall grow to a number of 30 countries, at least.
2. From EM09, as the number of 20 entries has been already reached, a system of semifinals will start, different to that used in EM03.
3. The new system, that will be used in EM09 applies for a maximum of 29 countries:
* The final will be composed by the top 7 from the last edition, the host (therefore, it would be the top 8 on normal situations), and 7 qualifiers from ONE semifinal.
* The semifinal will have the countries that didn't place in the top 8 (on normal situations) and the debuting/returning countries.
* Just the semifinalists can vote on the semifinal. The 7 most voted will advance to the final.
* In the final, every country (including those who did not qualify) MUST vote.
4. In case that we achieve 30 countries or more (which we hope) the system will be:
* The final will be composed by the Big 4 (Romania, Ukraine, UK, Armenia) and 20 qualifiers, 10 from each semifinal (that means there are TWO semifinals).
* Each semifinal will have the countries that do not make part of the Big 4.
* On each semifinal, the countries who vote are: the ones that participate in that semifinal, and two countries from the Big 4.
* From each semifinal, the 10 most voted countries will advance to the final.
* Armenia, based on voting patterns and random.org, will determine the draw of the semifinals.
* In the final, every country (including those who did not qualify) MUST vote.
5. In both cases, the countries that do not vote will be disqualified.
Apart from this resolutions, the Big 4 has unveiled projects for the future of EM:
* The official release of a wikia page, with all the information of Eurovision Memories.
* A possibility of opening the contest, letting 4 non-european countries participate (1 from Asia, 1 from Latin America, 1 from North America & the Caribbean and 1 from Africa).
* The finals on 2012 will be hosted through Skype, with the results announced by Florin or Casy. And in case that the last edition was won by Ross or Dago, they will announce the results.
* A video to celebrate 2011 Christmas, and 2012 Happy New Year.
